Moscow Plus loose head stay ?

I just purchased a Moscow Plus 29 and I did not assemble it, I dont see anything in the instructions or an exploded view, But the head stay clunks back n forth when you grab the front brake. It looks like about a 1/16th " of play. Is this the way the collars on top are supposed to fit? The small sleeve is snug inside, But I see no way to tighten neck down (like the old days with a locking nut etc) Or is this normally like this? Thanks for the input, I am new to E bikes and loving it so far

OK, well, removing the handlebar stem loosens the headset.
What you need to do is put the stem on, don't tighten the side bolts. Instead, just snug up the top bolt. You want it just at the point where there is NO PLAY in the headset (put the front brake on and push forward and back).
When you've got it just tight enough to remove all play (do not overtighten), then you can align the stem and tighten the side bolts (typically 5Nm).
