I understand that Pedego did a lot of lobbying on US ebike laws to keep that throttle in there for Class 2--their concern is riders who may need that level of assistance, so that ebiking becomes more widely available to people with various (dis)abilities. It doesn't make sense to make a throttle into a problem when the bike can't go faster than the Class 1 bike anyway.That is why bikes like Rad, Juiced, Pedego etc. all spec throttles because they follow the Federal US regulations that have been in place here for years
That said, when we got our class 2 ebikes, I was concerned that my teen who has a disability would not pedal, but would just ride the throttle. Pedego removed the throttle from his bike for me. After he learned to ride it well, I had them put the throttle back on (basically it was still there, just disconnected, with the grip removed and a longer hand-grip put on in place of the throttle grip.)
