Is it possible to install this rack?

I just received the Axiom DLX Streamliner Disc Cycle Rack that I ordered, and there is a bar in the middle that is supposed to connect to the bike's frame (without having to install a seatpost connector). As a noob, I absolutely cannot figure out why this bar is shaped like this, and how it is supposed to connect to the bike frame and rack. Can anyone enlighten me please?

Also, when attempting to use the two eyelets, the rack is higher than I would like. I would prefer to use the wheel nut as that is a good two inches lower. I do not have a torque wrench... would it be bad for me to remove the wheel nuts (to install the rack) and then simply tighten back by feel?
 
Nevermind. As a noob, I did not realize that other bikes have the hole in a different direction. I guess I can't use the one arm, and must get a seatpost clamp.
 
I don't think it would matter temporarily to tighten the wheel nuts by feel but I would however use a torque wrench before riding ;) safety first for me and I know I wouldn't be able to get them tight enough! Glad you figured out you will need the seat post clamp; can't wait to see it when its all said and done.
