ST2 S headset and stem won’t tighten

Hello, I just received my ST2S today and took it to the bike shop for assemble. The shop find out:
- Front stem 2 screws are missing
- screw in center won’t tighten look like the other peice is broken or fall into headset.

Anyone experience this before? Is this defect product? If it’s not do you would know how get the center screw tighten?

I’m a little disappointed it’s a brand new bike.

Your bike's steerer tube appears to be made of carbon fiber. Carbon steerers require special expanding plugs. I cannot tell if anything is actually missing on yours; sometimes if it is not assembled properly part of the expander will slide down the steerer. It just needs to be fished out and reattached to silver part that is attached to the top cap.
 
It appears that the rubber band that secures the 4 expansion pieces belonging to the expansion plug broke and the 4 pieces are likely stuck inside the head tube. You will likely need to flip the bike upside down to remove the pieces that fell inside. It is possible to install the expansion plug without the rubber band, though it is much easier when everything is held together as one piece.

Update: It turned out the mechanic at the shop is not familiar with the expansion plug as Nova mentored above. He removed the cap and bolt loose so some pieces fall into the tube. we did turn the bike upside down, shake it to get the rest of the parts

out from the tube. I ended up have to showing him the YouTube video and work on the bike together. Now the headset alll tighten and no play at all. Really appreciated for all the tips and advise from everyone.
