It's Mastermind TCU on a Creo SL and SL2/Vado SL/Kenevo SL/Levo SL. The article title is "Charging External Devices via the MasterMind Display" but the second half discusses the MasterMind TCU display which features a USB-C port. I was surprised too. Considering you have to have your handy T-10 wrench to remove the screw. They have a note to not use it while riding. I suppose you could run a USB-C to C cable up to the bars but you'd have to slice a wire to get through the frame port.
