Does anyone know why my blix Vika+ throttle is limited by the pas level?

Does anyone know why my Vika+
Throttle is limited by the PAS.
For example PAS 0 NO THROTTLE
PAS 1 10 MPH PAS2 13 mph

I figured that that, but the manual says different. We first got the bike, throttle gave full power in any PAS setting. After 6 miles we got a error code 22. After a couple of new parts, they sent us a wheel. After replacing wheel, throttle was limited. The owners manual says full throttle power available in any PAS setting.
They sent me a new Throttle, and Controller. New Throttle worked exactly the same. I installed new controller, throttle no longer worked. I had to reinstall old controller to make throttle work.
