No it does not make sense
I do not like deceptive practices

26" X 4" doesn't make any damn sense either.

26" measures half way up the sidewall on either side of the beads across the diameter of the tire.

I've got three different sized wheels.
26" X 4" fat bike wheels, 27.5" X 2.8" semi-fat wheels, and a 29" X 2" front wheel.
All three wheels with the tires installed are the same overall diameter +/- less than ¼"

Now try it in Etroto and up the pressure in the one that is almost 1/4 inch smaller.
