Max Permissible Total Weight

Just noticed a sticker on my Haibike on the underside near the crank. It says Max Permissible Total Weight 265 lbs. Is the Max weight for rider and gear or does it include the weight of the bike?

When nearing or exceeding Max Weight what components could experience fatigue from exceeding max weight.

Haibike rates for gross maximum weight defined as bike+rider+gear. (sec 1.4 of the manual)

Seems like a conservative rating, I'm sure others could better answer as far as which components are the limiting ones, my guess would be spokes though.
 
I know in the warranty section of their site it says not responsible for damage caused by rider weight in excess of three hundred pounds.
 
Appreciate the insight!! Looked at the sticker near the crank and this is what I found.

My Hai Cross is rated a 285 lbs.
My Hai Trekking is rated at 285 lbs.
My Hai Full Seven is rated at 265 lbs.

Broken Haibike frame. Not mine. Rider I think is 250 pounds and a real beast....masher.
