Advice- Deep and reliable pannier ?

Got a beach tent , is about 1.2-4meters (have yet to measure it) in length when fully packed. Very easy to setup but since my ebike is my ESUV , need to get a pannier.
Didn't used panniers before, i do know Ortlieb, Topeak make , but want the deepest one , so that i can pack it safely inside while travelling.
Would help a lot to save me some time from doing research, reviews, etc...

There are no panniers that I am aware of that are deep enough to close over an object more than a meter in length. They don't make them that way because cycle tourists who carry tents strap them to the top of their racks, leaving the panniers free for carrying the other stuff.
 
Is protruding too much to left/right if i strap it to the rear rack. Is a 15mile unsafe ride (pothole filled roads/many cars, etc....) to the beach...
I'll look for a pannier that's deeper then the most. Even if it can take at least half of the tent, it would be a lot safer....

advertised at 40 cm but I measure 60 cm open.

Presumably the ortleib stefan mentions is even deeper - you'd need to measure it.

Yes, that's what i intend to do. Was trying to not have it stick out too much. And i will tie up the portion with 1-3straps to the rear rack.
