A pre-built bike that you can buy online for work commuter? $3.5K budget

I apologize if this is not the right section for this thread.

My brother recently got rid of his car and would like to jump right into the world of electric work commute!

He only has a 10 mile work commute. No hills. As a family on non-mechanical brains, he would prefer to have something come to him pre-assembled. Maybe a company with good customer care should he need it?

Preferences:-

• Frame cannot be too big as he is only 5'4.
  
  
• He loves purpose-built frames as opposed to huge battery packs jumping out. ( He knows this may not be a realistic option as it narrows the choices significantly but just a preference )
  
  
• If he has to pick between throttle and pedal assist, he would probably pick throttle or the ones with throttle override.
  

He understands he is not going to find something that matches all his preferences. So he is happy to settle with something that comes close. Please help him to be part of electric bike world Thanks.

Aren't they primarily sold through dealers vs buy online?

The latest review by Court - The enzo looks pretty nice actually. A small bike for a small rider maybe.

Is there some reason he or you want to buy on line vs a local dealer? If he's not mechanically inclined who will fix the bike? Electric bikes are not like iPads,and troubleshooting can be difficult.

Before spending a lot of money he should demo several bikes so he know what appeals to him.

2015 IZIP Dash - Small Frame less than $2500. 2015 IZIP's are on closeout right now. It's worth a look, but try to test ride any bikes before purchase if possible.
