Any idea why that route was chosen, or by whom?

Many of the other roads in the Rancho Santa Fe area are like that bad stretch of Rancho Santa Fe Road, just nowhere near as busy. I think several of the group regulars and old-timers live in that area, and that's just what they're used to.

But the roads closer to my house are way safer, and that's what I'm used to.

In scouting out a route for my son to commute to a new work location I took a route that had us on a "way too busy" section. Thankfully it was short, but we both instantly knew it was never to be repeated.
