Just got screwed on EBAY, I bought a Tire plus tube, the tire came with no innertube, the tire is fine the trouble is I paid almost$98 for a single tire, the ad header said in English "., Tire plus tube"., if the vendor does not make it good I will list the vendors name ( is that allowed?)

Ok, I am in communication with this vendor if they do right I will not mention their name out of common decency, the fact is I have been screwed over so many times this year I got fed up with it.

Take a deep breath.
I've never been screwed on eBay as their As Described policy is definitely geared towards protecting the purchaser. That said, you better read the entire listing and in cases of some doubt ask questions first and print the listing to pdf.
You also have PayPal as an aid as well as your credit card dispute process.. both that cover receiving what was described.

Completely, 100% agree with this. I had just a handful of disputes with sellers over the years on Ebay. And each and every time, Ebay was immediately proactive in helping me. Always look at the seller's rating, in particular, the negative ratings so you can sift out the bs from buyers versus the legit beefs. Look also for their return policy.

98 dollars for a single tire is creeping in high end Schwalbe territory. My favorite Schwalbe fatbike tire has been nowhere to be found in the US, so I tried Chain Reaction Cycles in England & recieved it in about the same time as I would had I ordered it from Universal Cycles (if they had it in stock, that is), some 90 miles from me.

Well good news the vendor made good and it restored my faith in Ebay and PayPal, the final reckoning was a lot more palatable.
I am not perfect and screw up regularly. I cannot hold others to perfection. Sometimes there may be an honest mistake or oversight. It is how one handles one's self when a problem is brought to your attention that matters. I put a new derailleur and cassette last night on a bike for free because the old cassette was slightly worn and derailleur cage was wobbly. That was not part of 'the deal' but the shifting problem only became noticeable when a high torque mid-drive was installed. When brought to my attention I took ownership to make it right. In another case a woman yanked the power wire from the battery to the motor of her bike and that shorted a mosfet in her controller. I replaced the controller for free. She was trying to remove the battery with the bike's wire connector still screwed and locked to it, while the battery was ON. Zap.
