Rad Rover 6 RV hitch rack issue

I purchased the Swagman E-spec for my two bikes to haul on our 5th wheel.Love the rack, very sturdy BUT the handlebars on the inside bike touch the back picture window.
I've seen pictures of bikes with handlebars turned sideways which would fix the problem, but I can't figure out how to turn them. Has anyone done this? other ideas that I should try?

As far as I know, practically all bikes have some means of adjusting handlebars. There may be a screw that goes in from the top, possibly hidden by some sort of removable plate. Or, there may be visible machine screws that tighten the handlebar mount to the steering stem. Loosen the screws and adjust the bars to the for-and-aft configuration. Be careful not to put undue strain on cables or hydraulic fittings and hoses. When you prep the bike for riding at your destination, be sure to tighten the relevant screw(s) so the bar doesn't go all wonky on you as you're riding (wonky is a widely recognized technical term).
