Rack time pannier for Stromer 5

I have a racktime pannier for my Stromer 5. The sides are soft and get caught in wheel assembly. Does anyone have one they like or a fix for panniers in general?
I prefer the two side saddlebags, not the top unit with zip out side side bags.

Try taking some thin stiff material and lining the panniers with it where you think it would do the most good to keep loose fabric out of the spokes? Some of that material they use for road side political signs would be one suggestion.

And make sure to line the right bag with a Republican sign and the left bag with a Democratic sign.
