Legal LOOPHOLE? Can 800W M1 Spitzing qualify as CA Class1 BICYCLE

Thank you.

Are the power bands fixed like a motorcycle , or dynamic? I assume they are fixed and hardware dependent? I assume you mean RPM ranges correspond to particular torque amounts?

Are the bands expressed in %, like gear ratios? Or just lines on a graph, like motorcycles?

I live on an extinct volcano, shaped like s ski jump. I do traverse through all major gradient classes, defined by rohloff gear ratios. From 5% to 20% in 2.5% increments.

Does any motor besides TQ cover this 400% gear ratio?

How does one relate the gear ratio to the power bands? Are the RPMs bands fixed?
