Depending on how strong the basic bag is, you can add a stiffener panel to the inside, and rivet a quick-release hook kit to any pack if you want to make a custom pannier.

That is a good sized bag. I use the Office Bag from Ortlieb and it fits two laptops along with other stuff I need to carry. I also use an Ortlieb Roller Bag on the other side as a gym bag if I want to go for a run at lunch. I am not actually commuting right now as I have been working from home. The Roller Bags are just one big open space inside and are good for carrying groceries as well. Both are waterproof and have a quick release mechanism for pulling off the rack.
I can visualize 2 front hub motors powering this !A Recumbent bike might give you a more comfortable riding position.... But you'd probably have to add an ebike kit to it as well, so not the cheapest option, but maybe worth looking into if you have storage space.
I wonder how well dual motors would actually work though? The turning rate changes in corners, and it's darn near impossible to truly sync 2 motors outputs perfectly. I have seen "mid-Drive" trikes, and that might make a better solution for more power? There must be valid reasons you don't see the commercially produced e trikes with twin front motors...

I haven't done it yet, but I was going to try and mount a pair of pannier quick release brackets horizontally to the bottom of my Thule Pack and Pedal basket so I could quick release it and slide it off the back. Not sure if it will work yet, but seems like it should.
