Easy way to fix chain skip when going from 14t to 11t on rear derailleur?

Many of the "cheaper" ebikes come with a 14-28t rear cog cassette ( freewheel ) , and one of the most common ways to improve riding experience and speed is to replace it with a 11-28t for ~$20, and the process is generally quite easy. the problem is that the chain tends to skip easy when on 11t , it works well on 13t (the next one). So I can only assume the chain length is the culprit , is there any easy way to fix this?
 
I use a Sunrace MFM30 7 Speed 13-28T Freewheel and actually prefer over the 11-28t... but not because I experienced any chain skip. I rarely need to go above 24mph and like the slightly different increments.
Using the two you mentioned and this one, I have not adjusted chain length.
I'd suggest that you make sure your chain is properly lubricated and doesn't have any stiff sections. Also check/adjust the high limit on your derailleur if not a full derailleur adjustment.
