Cannot access advanced settings YL61F

I got a new ebike with Yolin YL61F display. I've found manual online and it says hold +/- together for 2 seconds to access advanced settings. However, nothing happens. What am I missing?
Can the manufacturer lock up advanced settings? If so, is there a way to unlock it?
And if I need to get a new display or controller for this reason, which one is the one being locked up and needs to be changed? I hope I can change only one of them by getting an unlocked device of the same model, so that compatibility isn't an issue. Is this possible?

Sometimes you can only access the setting within the first 5-10 seconds of powering up the display. After that time, you can not get into the settings and must power cycle the bike.

And yes! The manufacturer CAN lock the user from accessing the settings.
