11 tooth cog

My new chain is slipping on the 11 tooth cog. It works fine on all other gears. It's all cleaned up and derailer adjusted. After looking closely at the cog it does look like the valleys on the cog are deeper and wider then the other gears and the teeth do look somewhat narrower. My question is are the shimano 11 tooth cogs all the same as being universal? This is on a 9 speed Juiced rip current.
 
It's a free hub. I went ahead and ordered the whole cassette because mine does have some rust in area's and the cost to replace all instead of just one gears isn't that much. Thanks for your input.

Probably the best approach.

If you haven't worked on a cassette before, there are special tools available to make the process easier and avoid damage:
