We have the Ancheer 12-in e-bike and the back tire has now gone flat, can we change this at home or is this something that needs to go to a bike shop an
 
You can change it at home. Adjust the tilt of the handlebar so that the grips are UP. Then flip the bike upside down. Now fill the new tube half way and change it like any other tube while working from the opposite side from the electrical connection to slip the new tube past the axle.
 
Do you know what bike OP is talking about?

I don't know if you can flip upside down, as the handle bar is way higher than the seat.. and I don't know how high seat can go.

I was thinking the folding 26" and not the 12". If the saddle cannot go up high enough, an upside down milk crate could be used to support the saddle when working on the wheel.
