I am not familiar with a V2 Service Dongle. It's not on the US price list, so maybe it's a ROW thing. There are two versions of the service tool software, V1 and V2. V1 is obsolete and no longer supported. V2 is what is kept up to date.
Anyone can buy one, but to register it, you must be a TQ dealer or work for one. You can lie and say you are, that's up to you. If you brick your bike and need support, a dealer may be able to help you out, or not. TQ support in the US is provided by QBP. You will need a QBP account to access it, which is dealer-only.
In order to configure Di2 or AXS through the TQ system, you will need a TQ Smartbox, the appropriate TQ adapter cables, and the appropriate system cables. That's for hardwired systems, though, not fully wireless.
