I just received a set of these and have to say that I am very impressed. Construction quality is excellent and the attachment system is simple yet rugged.
The design is very simple. There is a smallish back pocket that would be good for bike tools (I think you could get a small bike pump into the pockets) and a water bottle pocket on the rear. For me I'd probably use the water bottle pocket for a fly rod or for tent poles as much as for a water bottle, and the compression straps just above the bottle pocket could also help secure whatever you put in that pocket.
These bags would be great for either commuting or bike touring and would work fine for an extended tour as long as you packed carefully.
The only caveat about the bags is that the metal hooks that attach to your rack are going to scratch it to pieces unless you tape your rack.
If you'd like a lighter, smaller set of the same quality I'd recommend:
