I don't think that option will work very well, as each wheel has independent suspension.
I kind'a think that plastic box would be destroyed, due to the bouncing action of each separate wheel.
I have got front and back baskets already.

Maybe a couple of stronger baskets could be mounted one on top of each wheel.

You could put a Huge box with an integrated pannier on each wheel?

Each box can extend way beyond the rack, and probably be at least a few inches wider for a pannier box?

That will help get more weight on top of the rear wheel (even some weight behind the axle) to help reduce your tongue weight.
