Need help with low end torque!

Your issue lies in the motor controller. Have you looked at the owner's manually carefully to see if your PAS 1 speed can be changed? If you have the option to have 5 PAS levels or 9 PAS levels, the 9 PAS level may allow for a lower PAS 1 speed.

There's also a series of aftermarket controllers by KT. This conversion replaces your existing controller with one that IS adjustable, but it's not for the faint of heart. There's no directions, and there is no "drop in" kit available. You'll be required to use some resourcefulness to get through it. Depending on your DIY abilities, this kit would do what you are asking about....

Hub drive bikes typically have cadence sensing controller, different power levels are typically a speed setting. Will apply full power until that speed is meet. Changing gearing will not help you. You maybe able to change speeds settings for different PAS levels

You can also adjust wheel diameter. With the reverse Metric Conversion Trick the speed # displayed can be preserved. Make di 40% larger than actual and put into Imperial. The display number will show the actual speed in Km. Normally I do the opposite when top speed is restricted.
 
don't have to stop at stop signs in Oregon. I dont think we could do this on the tandem.
I like how in Eugene all adjacent parking lots are interconnected. In places like LA there are chain-link and other barriers between parking lots. You are forced to drive from one to the next. In Eugene you can just ride thru all the parking lots, avoiding traffic. Or park at one place and walk to four. It is weird for a Californian that I am not qualified to pump my own gas in OR. At least I can charge my own battery. Here is a bike I just put a comfort bar on, rack and panniers. It is 750W with a torque sensor, and a 90Nm dual clutch cargo grade mid-drive. Today we have those little yellow flowers that others dislike.
