Since Rad uses a large diameter on their rack for some reason I went in search of non-clipping panniers. I went with Arkel dry lites since they use velcro. Turns out the bottom attachment, a bungie hook, won't reach anything on the bike, so I fashioned a working set up with some D rings and 5mm screws.
M5-0.8 x 12 mm hex button cap screws (2)
D-ring hangars (2 x Hillman model 122317)
5 mm split lock washers (2, optional)
Rad and whoever makes their racks needs some QC. Mine arrived in good condition but I had to really muscle one side for it align with the rear mount. The Allen keys they send with the bike are also pretty crappy. The "4mm" key is even smaller than a 5/32, which I discovered by almost stripping one screw before trying a 5/32 and then a real 4mm.
Anywho, I attached the D-rings to an open spot on the hub, and now the bottom of the panniers cinch perfectly. See photos.
