Moscow plus rack. Pannier recommendations?

Hello,
I have the plus with the rack addition. Turns out that the rear vertical support bar is 14mm outside of the top rack surface. I have been unable to secure my current panniers because of the interference. Does anyone with the ncm rack also mount their panniers? Hoping to get something that won't cause me to have to bring out the welder and add another tube to the rack for mounting.
