How / when will yesterday’s tariff ruling affect prices of Ebikes from China?

This was on Micah's Toll's Electrek blog yesterday:

The immediate result is that electric bicycles imported to the US from China will no longer be subject to 25% tariffs for the length of the exclusion, which expires in August 2020. The exclusion was originally granted to give importers more time to find an alternative solution and hopefully help encourage them to use that extra time to shift production to the US.

 
I did a little research. I’m not an expert but here’s what it looks like to me: Ebikes purchased from Chinese factories going forward will not included the tariff. If you negotiate directly with a factory, such as Frey, or thru Alibaba, you can get the non-tariff price starting today. If you buy from a dealer which has already paid the tariff, you’ll probably be charged the tariff price, or a good chunk of it, though generally that part of the price is not acknowledged; it’s just built in. If others have other information, I’ll be interested to hear it.
 
I have a CC on order with Frey. I emailed them out of curiosity to find out if the removal of the tariff would lower the price of the bike. They responded back that there was no impact before or after. My guess is they found a way around the tariff before.
