Mine is like that too. That's how the hood is centered. It has to be centered and the rail moved to the other side.

Loosen the nuts, straighten, and lock down while straight. Then adjust the brakes.

Occasionally spacers and washers can help. But the LAST thing I EVER do is file away at a fork. Especially a fork on a really inexpensive budget trike.

If the axle doesn't rest deep inside the fork, both sides, sooner or later the problem will come back.

I can't tell for sure from your picture but the wheel looks like it might possibly be straight in the dropouts but dishing pulls it too far to one side. I had the same situation with a front hub motor wheel. Besides placing the anti turn washers to space it as advantageously as possible I adjusted the spokes to pull the rim to a centered position. It didn't take much re-dishing to make a big difference. If the original wheel was centered it seems unlikely that there would be an issue with the fork/dropouts itself

Addendum:
It looks like you might have bent the dropout on the right in the image, possibility while tightening the axle nut. Maybe consider putting the anti turn washer on the inside of the dropout. I'm any case a bike shop should be able to fix your problem easily.

I tend to agree with this analysis.

But why would anyone dish a front wheel? I didn't pick up on it because it is like seeing a red ace of spades. What?
