Electronic Bike settings. Throttle MPH is only around 18mph.

I went into the Bike display on the handlebars to activate race mode. In doing so, I tried adjusting the speed limit setting higher which according to the manual only changes the top end with pedal assist. Are there any settings that will increase the throttle only top speed to around 20 instead of the 18.5 mph I am currently getting. Thank you for any input.
