I believe motor inhibitors are required by law on street legal ebikes in the US (but not on aftermarket kits.) As somebody who has narrowly avoided hitting cars on my regular bikes I see the safety value of the motor inhibitors. In a panic stop situation you that extra second you would be fighting the motor could be the difference between stopping in time or crashing.
