I have a couple of these. Purchased to use on flat foot frames. The front-wheel can do a 360 without. BUT the fit is very poor on my frames.Isn't this similar to a wheel stabilizer, albeit much more rigid?

Wheel Stabilizer
This nifty gizmo makes loading and unloading front racks easier by adding a self-centering action. Great for Porteurs and city bikes. Two downtube sizes.velo-orange.com
Never owned one but I figure the spring tension pulls the wheel to center. Not too hard or else turning would be difficult, but enough to stop an empty bike's wheel from spinning.I have never seen one of those in person so not sure exactly how/how well they work?
the steerstopper is very rigid
