Hello, I heard that in some states to buy batteries you need a similar agreement as to buy a bicycle like this https://lawrina.org/templates/bill-of-sale/bicycle/ , tell me if I can buy a Grin battery without such an agreement?

I live in PA and have purchased several batteries from Grin without any agreement. Not sure about other states though.

Be aware that there is a tariff on batteries imported into the US from Canada though. It was $120 on my last order.
