It depends on the hinge setup. If the hinge itself is loose, it's probably junk, but you can try and compress the rivet on the hinge, or weld the hinge plate. If there's a spring, stretch or shim it. If it's the latch, adjust it. If it's the headset, adjust it. If the slop is between the steerer tube and the stem, due to a worn bushing or no bushing at all, you can try shim stock but it's probably junk.

I don't know much about folding bikes, but I'd bet my SIL and daughter's new machine shop could do something with their new inline boring machine, some new brass bushings, etc. I also bet you can buy a new folder for less.
 
Sleeves and shims on the hinge posts. You probably already adjusted the latching levers, Worst case, you replace it with a quality steerer, but where to get them. I went thru this four years ago on one of my folders. The replacements sold on amazon, ebay, and aliexpress were just as junky as what I had. I bought one made by HL that was pretty robust,

There is a shaft between the foldbody and the release handle. At the threaded end is where the adjustment happens. Normally you just use an 8mm wrench on the shaft and turn it clockwise to tighten the latch to take out the slop. Then go to the outside. Slightly loosen the two outside 4mm hex screws and tighten the middle 5mm screw inside at the top of the joint. Then re-tighten the two outside 4mm stem screws at the steer tube.

More slop can be found at the height adjustment quick release.

If this does not work then you need a new bike.

thanks the adjustment bottoms out i was thinking maybe a new nonfolding stem and handle bars any suggestions?
 
no,its real cheap and I don't like the folding stem/t handle( it doesn't even have bearings in the headset(just bushings) I actually kinda like it ,the back seems to be alright its tagged to 19 mph( fortunately ,the only problem is the 40 plus mph downslopes) its a putter not a commuter.thanks.
 
you could take a few photo's of the bike and stem so we could actually see what we are dealing with.
Based on a few pictures we might be able to suggest some parts

I'll go with junk when you get a brand new fattire bike delivered for under half retail you know the quality is obviously not an issue( sic-lets go with sick)🤢🚲,El Cheapo strikes again!

i would but the stinkin old wore out Iphone will not talk to the laptop and it will only email pictures depending on the phase of the moon( sometimes I believe this place is like "Twin peaks" with a malevolent deity( that's sometimes fair) hovering,ready to trip when[ I was grinning like I was winning!] not a Vado trip either.
please Pilgrim,is "easy share" still availble?

it makes files i cannot do anything with,its hit or miss even posting on Facebook( about a 10% success) after my hiatus in the "governors school; for the gifted"(prison I totally lost out,when I had XP I could do about anything I wanted with the windows machine,now since these "busy body" keep their jobs operating systems I don't even try,well at least it stopped updating,everytime I got comfortable with a program or tool the stupid thing would update and I lost it at least I finally got a printer working,the Epson "ecotank" printer( the one I really liked) stopped working with it had to buy a new Canon and so far I can keep it going and the internet is not the greatest around here either,my old I Phone got to the point I couldn't email photo files,right now I am about on the verge of "scuttling" all this electronic "pablam"Its got the point I have to face Mecca ,recite the Koran ,raise left foot, then right foot after the crash I have to start over again,so it goes.
