My grandparents came to the U.S. from that area as children. My great-grandparents, both sides, were farmers near Odessa, though German-born. I have a family history book, written by my mother’s cousin. In the book is a section about Russians coming to town, with a copy of a letter about them telling the men and boys to attend a meeting at the schoolhouse, at which they all were promptly shot. The letter was written by the sole survivor that day, who covered himself with a body and pretended he was dead. I’d have to grab the book to tell you the year, but over 100 years ago anyway.

"In 1899 W.R. Preston, inspector of Canadian immigration agencies in Europe, visited Russia to try to direct to Canada some of the emigrants from the southern part of the country, particularly the Molokans, who were leaving in large numbers, and Germans, descendants of colonists who had settled in southern Russia and Ukraine in the eighteenth century. For years, he noted, a large stream of the latter had emigrated from the Odessa district to the United States, principally to the Dakotas. Preston wanted to divert some of their numbers to Canada by acquainting potential immigrants with conditions in this country. Since Russian law did not permit the promotion of emigration he proposed “more active and systematic propaganda ... through the steamship agent at Odessa.”
The persistent efforts by the Canadian government to attract emigrants from European Russia were accompanied by an equally determined attempt to hold back Russians from Siberia, central Asia, and the Caucasus regions. Siberia was said to be a penal colony from which immigrants “of the criminal class” might come, and in any case such immigrants were “unskilled.” To discourage them, newcomers from Asian parts of Russia had to have $200 in hand on arrival, whereas those from European Russia had to have only $25. Most of those who emigrated before World War II were poor peasants and agricultural workers from the southwestern part of the Russian Empire: Volhynia, Belarus, and eastern Poland. Although listed as Russians on imperial passports, they were probably Ukrainians or Belarusans. Since immigration officials recorded arrivals only by country of origin, it is not possible now to distinguish between the various ethnic groups."

USA availability of rail delivery of fertilizer to farmland was reduced by the big shots as well.

"OMAHA, Neb. -- A major fertilizer company says the limits Union Pacific is putting on rail traffic to clear up congestion will delay shipments that farmers need during the spring planting season.
CF Industries said Thursday that the railroad ordered it to cut its shipments nearly 20%. Union Pacific has said it is limiting rail traffic and hiring aggressively as part of a plan to improve service after grain and ethanol shippers complained about shortcomings.
Federal regulators have announced plans to hold a hearing later this month about the service problems along Union Pacific and other major U.S. railroads that have forced some grain mills and ethanol plants to curtail production while waiting on trains and left farmers without a place to sell their crops because grain elevators are having trouble shipping grain.
“The timing of this action by Union Pacific could not come at a worse time for farmers,” said CF Industries CEO Tony Will. “Not only will fertilizer be delayed by these shipping restrictions, but additional fertilizer needed to complete spring applications may be unable to reach farmers at all.
CF Industries said the limits will affect fertilizer deliveries to Iowa, Illinois, Kansas, Nebraska, Texas and California from its plants in Louisiana and Iowa. The company said it believes it is one of just 30 companies Union Pacific imposed restrictions on.
Union Pacific spokeswoman Kristen South said the measures the Omaha, Nebraska-based railroad is taking are designed to address problems in the supply chain that have clogged rail shipments. The railroad has also brought 100 locomotives out of storage and shifted roughly 80 crew members to high-demand locations."

I don't believe Ukraine can pay for anything. Their economy has been shut down at the Black Sea and Sea of Azov ports. Grain has been languishing in bins which the Russians blow up occasionally. They were selling aircraft & missile parts to Russia, but those factories were blown up early in the conflict.
