I believe France operated a breeder reactor but like you say…a technology demonstration That interested no one. More promising are the new small scale modular units that Bill gates and other deep pockets are involved With. They would compliment renewables since they could be located near where needed. A better interpretation is that they could even shoot her plane down, but definitely they will do something. What it looks like, though, is that they will respond by threatening actions and encroach further faster on Taiwan, perhaps take an island.
All to distract from the wreckage of America, as Democrats and Republicans like Lindsay Graham and Mitch McConnell bring it to its knees.

Zelensky is committing a major war crime by forcibly removing ethnic Russian residents who do not want to be taken away from their town and quite possibly to be forced by Zelensky to be conscripts fed into the meat grinder fighting against their own people for Zelensky's money grift.

There's another reason to believe that China will try to exact a punishment of Taiwan, and that is because China has a big problem with people being defrauded of their life savings by gigantic real estate scams as they tried to buy apartments before they were built. Also, banks are refusing to allow people to access their own money.
Taking physical actions that distract and help with national pride, that looks like something Xi could do politically at this point, being unable to solve those problems.
