This one ticks almost all the boxes .
Front Rack , Rear Geared Hub , Step-Thru , Upright Riding Position , Good Value (USD$1799)
Only thing missing , wider tires ; ie. at least 45mm .

Tern Vektron. You'll say: "hey, there's no luggage rack in that photo". Tern makes a "luggage truss" that mounts on the front of the frame. I have it mounted on my human powered Tern. If you remove the Tern nameplate, there are two mounting points for the luggage truss. It is compatible with Klickfix bags/baskets as well as Tern branded front mount items:

... oh how I wish more bike manufacturers would go with a front mounting point like Tern has. Way better to have a basket full of firewood on the stem than the handlebars.
