Which E-Bike has this one best feature ? "Dirt bike"

As in:
Ready to ride
Day after day in the rocks & dirt, sand &sn*w, rain and mud, hose it off, charge up, and ride again tomorrow.
Ready like a nasty ICE dirt bike, but nice.

I ride a 2016 Haibike XDURO Full Seven S RX
I agree with @rich c. I ride a 2016 Haibike SDURO Full Seven Plus. It has a Yamaha motor, full suspension, 27.5 inch wheels, and plus-sized tires (3-inch). It checks all your requirements except I don't hose it off. I give it a sponge bath. I don't want to risk messing up the electronics. Other than replacing the dropper seat post (the original stopped working) and regular maintenance, nothing has gone wrong with it in 3 ½ years and nearly 8,500 miles.
 
Another option... Yamaha PW-X motor, full Fox suspension, 27.5-inch wheels, and plus-sized tires. ;)

I have read that e-bikes are widely (?) used by urban and rural commuters in some areas of the world.

Simple rugged Commuter e-bike's must get WET, snowy, filthy, don't they run through it?

Are some, ( simpler?) designs reliable despite rough conditions, and daily use ?
Listen to ebiker01. There is a guy on maintenance forum that voided his warrenty by hosing down the bike, now he owns an unpowered bike. My display fogged over inside a lawnmower shed. Some displays may be more rain resistant, but court doesn't test that on the reviews. You might be able to hose down the tires if you're careful.
I'm riding a system now that has no display, only red,yellow,green LED on the throttle for battery state. I ride in the rain 153 days a year, the climate report says. One time the throttle quit working because of the rain, but it came back after a hair dryer treatment - 24 unpowered miles later. I find riding a power system that doesn't drag unpowered rather important.
BTW I oil the exposed steel on my bike every 2 weeks.

I concur with the others regarding the Haibike! I currently ride the 2018 10.0 Sduro Yamaha and it can take just about anything you put in front of it. Another candidate would be Pivot Shuttle E-bike. There are many others out there, however, the list can get long...
