What control came with your kit?
If it's a KT based control with something like an LCD3 display, I might be able to help. With that setup, if you add throttle while pedaling you get pretty much everything available. If you stop pedaling, then use the throttle, it will behave like you expect it to. A little bit of throttle gets you a little bit of power.
