Ultimate T-10+ Tires?

I am a bit confused with the tire size on my Gazelle. They are 28” Schwalbe tires and I ordered another set from the dealer as a “just in case”. We are full time RV’ers and I cannot find 28” tires at any bike shop. Will normal 700c tires stretch to fit if need be? Thanks!!

700c = 28" as long as the tyres are less than 2" wide. The same rim diameter, 622 mm.
From and above 2" wide tyres, the 700c rims are called 29", still 622 mm rim diameter.
Confusing, eh?
