The mysterious bolt under the seat's quick release

As admccrea stated, there is a bolt under the quick release. I can't for the life of me figure out what it is for. I too thought that it might be for securing the quick release lever when pulled in the closed position, but I don't believe that is the case. I pulled down the level over this bolt during my first test ride (report coming soon), and at some point, the bolt came flying off the bike (like I suspected it would). Luckily for me, I heard the sound of the bolt hitting the path, and was able to turn around and find it, but leaving this bolt as it is will have it flying off the bike in no time.

Does anyone know what this bolt is for?

The bolt is for locking the battery to the bike(with a small lock). Mine was loose when I first got the bike but it has stayed put since I tightened it up.
