ST1 won't charge

When you plug it in it stays orange for a minute then starts flashing green. Not the solid green of a full charge, but it appears to not then take more charge. I'm at 3 bars, below 50%. Tried cycling the power off and on slowly a few times. Pulled the battery out and plugged it in directly with the vga port looking attachment, no difference.
Can't find anything in troubleshooting or online search about a flashing green light on the charger and the battery not charging.

Tonight when I got back from riding my trike (with Falco hub motor) the light was solid green! I put it in the bike and turned it on an low and behold, 100% charged.

Hopefully bad connection and not a failing charger.
