Seems as though the rider encountered overrun, where the motor accelerates past the mode set by the rider. He spun out and sustained several injuries.

On a related topic, I wouldn't go back to that urgent care center again.
 
I feel mine does that, certainly in exposed trails I always leave it out of Turbo, the overun seems randomly much more pronounced than usual.
I didn't know the pre Levo 4 e-bikes had the overrun.
The motor overrun is the user-controlled feature of Levo 4. Specialized lawyers would eat the man alive in the court. You must deliberately set the overrun to make it work.

Which reminds me of a certain EBR user who had bought a carbon racing e-bike and complained it got damaged in a week as the man treated his ride as a utility bike :D
