Update: All is well. Latest firmware for motor/display are okay. I figured it out on my own. I reset MC (there is a setting for that) uninstalled/reinstalled the app. Reset BLEvo presets. Uninstalled/reinstalled. 28mph/range/hill climbing all working as expected.

Yes sir. I think 2000 mm Wheel circumference might of played a part as well. Resetting MC/BLEvo and applying correct wheel size solved my problem.
