I do see some options for a 28.6mm but wonder if a 1/2mm or 1mm to 1.5mm difference is too much to properly fit the bike frame without a shim or sleeve of some sort?

Yeah, you need a shim.
It's worth the five bucks.

I recently replaced my 26" cruiser seat/saddle with something wider with a thicker cushion and recoil springs. I've seen some seat posts that are on some ebikes with some sort of recoil mechanism integrated into the post. Anyone using one of these seat post and do they actually work?

I've got a gell seat cushion on top of a Selle Royal Spring Seat, mounted on an NCX Suspension Seatpot, mounted on a full suspension ebike with downhill forks and 6 inches of travel.
I set my front and rear suspension to Extra smushy.

My ride is so comfy that I have to be careful not to nod off behind the wheel.

Yup. I like the good old days of "mushy" rides. Like when everyone was using a 75 series car or truck tire, like a 205/75/14 or a 235-75-15, so when the roads decayed to "crappy" status you could hit those potholes and bumps and not dislocate a tie rod or ball joint or clamp your butt cheeks. My 1997 Buick has a 60 series which makes the ride worse than my 1991 C1500 with the 75 series tires. Now cars and trucks are using a 45 series tire, or worse, so it's like driving down railroad tracks on our crappy roads. I get used to riding on lower profile tires in the Philippines or terrible roads so when I come home and drive my old truck, I know what I am missing. Waaaaaaaaaaaa! Ha-Ha! I wonder if the fatter tires on bicycles give a nicer ride just like on a car or truck? I am using two ebikes with a 20 x 1.95 and 26 x 1.95 tires. Don't know if I can go much fatter with my wheels?

I'm using one of these Suntour NCX... which I consider mid_level/good quality for a few years now and it does work and I am happy with it.
There are a few more hi_end options out there that some swear by.

I have an extra one for sale. Brand new still in the plastic. Paid 122 on Amazon, will take the first 80 to Venmo me.

The hardest part was finding one that would fit over my large seat.

Both seat covers were really tight to get on my oversized spring seat but they work well and don't slide around.
They have straps that tie around the seatpost and rails to hold the gel seat in place, as well as a pull string to sinch the cover tight around the bottom of the seat and seatpost clamp.

i got a cheap suspension seat post from the bike shop and it's been wonderful, no complaints at all, i dont remember what i paid but it couldnt have been much at all. it was a little too bouncy when i first got it but got used to it and now i love it. well worth whatever money i spent on it. i will likely get front shocks on my next ebike though but the suspension seat post does the trick for now. that was one unexpected thing about an ebike is you hit the concrete cracks and bumps a little faster and my shoulders/hands took a little more of a beating but i think ive adjusted.

I have a couple Thudbusters that help. They're a little springy, but better than nothing.

I have a PNW Coast on a MTB which is a dropper that also has suspension. It has a little damping, but not as good as fork suspension. Also uses an air spring, so you can fine tune it. It's pretty neato.

My Nevo3 came with a Cane Creak Thudbuster, was OK, but changed to an eeSilk and a bit better, both were Elastomer.

Finally changed to a Kinekt seat post, which is an adjustable spring system and is much more comfortable.

Not scientifically proven by the way but I had one of those simple pogo style posts on my ebike and the rear tire spokes would break. The post finally broke and I put the fixed post back and now the spokes are fine. Either that or the last place I got the spokes repaired at did a better job than the previous one?

One thing to note about the NCX springs is that I found them to be over rated weight wise. I should have been perfect with the stock medium spring supplied when purchased weighing in @165lbs ...but after switching to the Blue soft spring I found it much better on smaller bumps and without ever bottoming out.

Another thing to note about the NCX Suspension Seatpost is that there are two sizes of spring diameter.

The SP25 with a larger post diameter has a wider spring, and a replacement spring may use the smaller diameter original spring with a larger diameter black sleeve around the spring.

The sleeve keeps the spring in alignment, and provided the damping by adding stiction to the movement to prevent a pogo-stick bouncing movement.

So a SP12 spring will be sloppy in a SP25 post unless it has the proper sleeve on it, but a SP25 spring won't fit into a SP12 post.
(IIRC, you can buy a sleeve to add to a SP12 spring to convert it into a SP25 spring?)
