Recent bill approved to get discount(s) for buying an e-bike- Texas

I read where congress reciently approved a bill where you can either recieve a discount to buy a new e-bike or get a tax credit to use on your income tax. This would be over and beyond some of the individual city programs/ rebates. I know Austin Texas has a specific rebate incentive program that can save a lot of money. I’m not in Austin. I can’t quite figure out the wording as far as if the rest of Texas is eligible for any discounts up front of in the form of a tax credit. Does anyone know if the program (30%) or otherwise extends to the other residents of Texas ? Thanks for your replies.
