Your size & shape matters. Bicycles have to fit, so you can pedal effectively, with your legs almost straight as the pedal reaches the bottom. You also have to be able to touch the ground when stopped.
If you are not going to climb more than 333 m in an hour, geared hub motor bikes can be used.
One such bike with dual battery option and a throttle is the blix packa. https://blixbike.com/products/packa-electric-cargo-bike
It fits medium sized people. It has a throttle. It won't fit on many bus racks. The dual battery option is $2299 + sales tax +freight. They claim distance to 80 miles. (slowly) The brand forum known problems thread has one post.
Biktrix skycap2 has a dual battery option. Up to 100 miles they say. https://www.biktrix.com/pages/skycap-2 It has a throttle.
If you plan to put 200-300 watts into the pedals as you ride, flat back head down bikes can go that far on a tiny battery. Models from orbea and cannondale are popular with those riders. They don't have throttles.

Thank you for getting back to me but I am looking for an E Bike may be up to 28 miles an hour with pedal assist but would like to do 90% of my riding just using the throttle 99% of my riding is on the streets I’m looking for something in the 5K range please try and help if you can I lost my drivers license so and E Bike will be easier to avoid
I really appreciate you getting back to me thank you very much basically I don’t have a drivers license so I’m looking for an E bike for around 5K that I could do 90% of my riding just using the throttle say up to 28 mph it would be a lot easier to get away with the ticket then using a moped 99% of my riding is on the streets please advise I really do appreciate your help thank you

If you going to be using your throttle 90% of the time, traveling at 28mph, range is going to be a problem. Ebikes are not motorcycles.
I understand your needs, and why you can't have a motorcycle because of the license issue, but I think you're either going to need to plan on more pedaling, or give up the idea of having much range.

how big do want the wheels to be? 27.5 - or maybe 29"
you could get a real nice rear hub motor throttle Ebike for that kinda loot.

Don't ebikes with throttles only go up to 15mph? If so, my first thought is that you need cadence sensing instead of torque sensing. Then you can ghost pedal all the way to the limit of the bike. 20 or 28mph. And if you are pedaling in turbo mode, range is going to be an issue.
I agree with @PatriciaK, you're probably going to have to change your idea of what you want.

No Ebikes with throttles go as fast as the brand lets it. So different brands have different throttle speeds.

okay, so ghost pedaling is not necessary. Still I imagine range can be an issue.

Yes all throttle you can't go as far. But the OP hasn't said how far they need to drive this bike.
All throttle 20 miles? Maybe a commute to work and back, Then you could charge the bike at work for the commute home?

66" tall will fit normal sized bikes. You would fit the blix & biktrix dual battery bikes. 24" wheels would be a lot more comfortable through a pothole than 20" wheels of a Radmini. A bike with suspension would be even better.
The electric bike company model x goes up to 28 mph has a throttle and can be bought with a 30 AH battery. Buy the 7 speed option so you don't have to pedal 2 rps to reach that speed. They claim up to 160 miles range with the big battery, although that is probably at 6 mph. https://electricbikecompany.com/model-x/

Again 7 speed sprockets are optional at extra cost. As is the basket to hold the battery.

Yeah, nobody needs their teeth. Their tongue either. 28 mph through a pothole on 20" wheels would not be fun. The EBC's are 26" wheels, the Model x has 3" tires.
I don't understand the drive to 52 v batteries. My ebikeling hubmotor would draw 1300 W with 48 v. More than enough to warm the motor up effectively if used too much.

Agreed.
i moved from 36 to 48 and 48 to 52 and now back to 36V. 52V won’t overheat a motor.
My new 21700 36V 20Ah gives me great mileage and can carry my fat arse along at 20mph.
BTW That poster makes recommendations based on forum gossip. Not on experience.
