Loose folding stem/handlebars will not stay perpendicular (straight)

It seems my folding handlebar is being wonky, the handlebars can twist a bit easily out of place if I put the tire against something...have tried folding the handlebars and going at it with the 6mm allen key but it is already super tight and I cannot get it any tighter.

Is it possible that the headset mechanism (not sure what it is called) is broken/worn out and needs to be replaced? Suggestions are appreciated.

I would assume you could take a few minutes by disassembling everything under that silver-looking Allen screw, and give it a once-over by cleaning and polishing the parts. Reassemble after, the same way it all came apart. Even then it's always a possibility it could be fine or broken. You won't know until you get it apart.

Heh, 3.7k miles mostly on throttle without any issues with the motor yet, knock on wood

Yeah I still have those Velo Orange Klunker bars on, they are as comfy as ever. I am thinking about getting another set for my Road eBike when they come in stock again.
