Looking for recommendations: commuter ebike for 1 mile 10% grade

The handle bar stem came with three spacers. Anybody know if the stock tube is long enough to raise the handlebars another 10 mm, or would I need to get a tube extender to do that?

Edit: Just disassembled a bit and from the design it looks like I'd need an extender. If I'm wrong on that please let me know. Disadvantage of a long torso.

Edit 2: Maybe I'd actually be better off with an adjustable stem.

I also have shorter legs for my height. I’m a little over 6’ tall but wear 32” inseam in jeans. I own a Trek Verve+3 and never felt the need to mess with the handle bar height. Nice bike by the way.
