1) When mounting a front wheel motor kit, should the wire to power the hub face up or face down? I'm thinking down so water has a hard time getting into it.

2) I bought two torque arms to install on my front steel fork. Should I mount them in such a way that they are facing towards me, therefore the motor is "pushing" them into the fork?

Or should I mount them away from the fork so that the motor is "pulling" on them. Since I have two, should I just mount one one way and the other one the other way?

If you have waterproof connectors it doesn't matter up or down. If not WP mount so that any water will be drawn away from the connection posts.
You can mount the torque arms either way, makes no difference, but do mount both, as the front fork is much thinner than the rear.
 
It would be better to have the wire exit the motor pointing down to avoid having water run down the wire into the motor if it is not sealed well. Exiting downward and then routing it back up will create drip loop in the wire.
