They are installed directional. If you notice the nubs they usually have a pointed end towards the direction of travel. If you need a little extra grip for off road install them backwards, the back of the nubs is usually square or cupped, better grip. If you don't leave the pavement install them directionally

Directional tires are designed to offer the best grip when installed correctly. Installing them backwards offers less grip not more....

Depends, e-bike tires i bought where designed to channel away water, mud, etc but turning them around increased the nub surface in the center for traction. Each tire is different so you have to decide for yourself.
